The recent resumption of hostilities in the Democratic Republic of the Congo has once again focused international attention on the plight of the country’s internally displaced persons (IDPs). Unlike refugees, IDPs haven’t crossed a state border, and consequently they often receive little in the way of assistance or protection. There are currently around 25 million IDPs worldwide (twice the number of refugees), with more than one million living in the DRC alone
